Anne Arundel County Circuit Court

Circuit Courts are the highest common law and equity courts of record exercising original jurisdiction within Maryland. As the trial court of general jurisdiction, the Anne Arundel Circuit County Court has full powers and jurisdiction in all civil cases and criminal matters in Anne Arundel County except the places whose jurisdiction has been conferred upon another court by law. In addition, the Circuit Court also has the responsibility of deciding the appeals from the District Court or specific administrative bodies.

The Clerk of the Circuit Court is an elected Constitutional officer of the State. Scott A. Poyer was elected the Clerk of the Circuit Court for Anne Arundel County in 2018. The Office of the Clerk of the Court is founded to keep the records integral in a fair and secure way. Scott A. Poyer and his office are committed to serving the residents of the county with respect, integrity, and concern. They provide various types of services including land records, legal documents, business licenses, marriage licenses, etc. 125 staff work for the Clerk’s Office in ten departments.

Anne Arundel County District Court

The District Court of Maryland is a court of record with statewide jurisdiction that is entirely supported by the state, which was created on July 5, 1971. It is concurrent with the circuit court in both civil and criminal cases and has its own exclusive jurisdiction. The Anne Arundel County District Court is in charge of hearing traffic infractions, landlord-tenant disputes, replevin actions, misdemeanors and some felonies, and civil lawsuits with a maximum value of $30,000 in Anne Arundel County. Jury trials are not conducted in District Court proceedings.
