Carroll County Circuit Court
Carroll County Circuit Court is a trial court of general jurisdiction, which deals with major civil cases and serious criminal cases as well as juvenile and family law matters. In addition, the Circuit Court has the authority to hear appeals from the District Court and specific administrative bodies. It possesses complete common law and equity powers and jurisdiction in all civil and criminal cases within the County. The cases can be decided by the jury or by a judge alone in the Circuit Court.

Carroll County District Court
Carroll County District Court is responsible for hearing traffic infractions, replevin actions, and landlord-tenant disputes in Carroll County. Criminal cases such as misdemeanors and some felonies and civil cases with a maximum value of $30,000 are also heard by Carroll County District Court. The District Court does not conduct jury trials.
